The day 3 May, 2017, will take place in L'Harmonia. Space of Art of L'Hospitalet, the presentation of the Master Plan L' H 2016-2019: international cooperation is a global social justice.

In a world where cities have a fundamental weight, it must be characterized by the principle of solidarity. In L'Hospitalet our solidarity and our social commitment come from afar, we were the first to join the spirit of Catalonia with a master plan in the field of international cooperation in 2003; Today we celebrate the years of commitment to international cooperation, conceived as a public, transparent and participatory policy derived from the work carried out by the United Nations, with which we share the same roadmap to promote the common good, so when trying to achieve the ambitious 2030 Agenda plan, the Sustainable Development Goals (SDGs)
The fourth priority of the international cooperation plan is to guarantee social protection, key health, education and the creation of jobs and wealth. Our concept of cooperation is linked to our commitment to human rights, continuing the spirit in which the Hospitalet signed the European Charter for the Protection of Human Rights in the city, approved in Saint-Denis (France) on May 18, 2000 .

We are convinced that every cooperative task is a common task. This text is a choral work, a participatory process, a synthesis effort in which collective entities work together, collective groups, experienced NGOs, universities, unions and local authorities. Our challenge is to build a better and fairer world.

The presentation of the act has been at the càrrec of Mr. Francesc Belver Valles, tinent d'alcaldia de l'area de Coordinació, Planificació, Desenvolupament Econòmic i Occupy de l'Ajuntament de L'Hospitalet, who has donated the paraula to Mr. Josep Lluís Alay Rodríguez, Comissionat de Relacions Internacionals de la Diputació de Barcelona. The origin of the Spanish policy of development cooperation has its legal basis in the declaration contained in the preamble of the 1978 Constitution, where the Spanish nation proclaims its will to collaborate in the strengthening of peaceful relations and effective cooperation among all The peoples of the Earth.

For its part, Article 51 of the Statute of Autonomy of Catalonia establishes the obligation of the Generalitat to promote peace and development of peoples through the corresponding actions and policies of cooperation.

The policy of international cooperation for development is a fundamental aspect of the external action of democratic states in relation to those countries that have not reached the same level of development. It is based on an interdependent and supportive conception of the international society and the relationships that develop in it.

Law 23/1998, of July 7, on international cooperation for development articulates in a single text the set of measures and instruments that shape our development cooperation policy. Article 20 provides for cooperation between autonomous communities and local entities as a joint expression of their respective societies, based on the principles of budgetary autonomy and self-responsibility in their development and implementation.

In this sense, the Parliament of Catalonia approved Law 26/2001, of December 31, of cooperation, in charge of elaborating the guidelines and guiding principles of the actions of cooperation promoted by the government through the writing of the Master Plan of cooperation to the Development, which is the main technical expression of the Generalitat's policy on development cooperation. The 2015-2018 Master Plan was approved by Resolution no. 103-X / 2015, of April 22, and is valid until December 31, 2018.

Our Master Plan is a participatory instrument that has three key elements: to be a rigorous model, to simplify forms (despite the national and international administrative complexities), to foster relations between cities and to strengthen the role of citizens.
